As part of the development of the Greater Adelaide Regional Plan for public consultation, the State Planning Commission is preparing a ‘Transit Corridors and Targeted Infill Strategy’ to inform future considerations toward quality infill development opportunities within select locations across metropolitan Adelaide.
Holmes Dyer has recently completed a high-level market analysis of different infill housing typologies across the whole of metropolitan Adelaide, with the intention of assessing the attractiveness of corridor and general infill areas for development. This involved discussions with key development industry representatives, including Renewal SA, SAHT, Community Housing Providers and market housing builders, to provide valuable insight into the marketability of localities and products, what encourages or what disincentivises current development activity and how the policy regime could be improved to promote particular development outcomes.
The project included a comprehensive review of existing zoning policy applicable to each nominated corridor and infill area and the provision of initial recommendations on the potential application of existing P&D Code zones (including modification recommendations) to each location, as well as identifying the potential for extension of those development areas.
The exercise has also included:
- Identification of potential improvements to existing policy within Urban Corridor Zones, or other zones that facilitate the intended outcome for corridors, including improvements to design quality and increased housing diversity.
- Review of existing zoning policy applicable to each infill area and assessment of alignment to classification as infill typologies, including the provision of recommendations on the application of existing P&D Code zones (including as recommended to be modified) to each infill area.
- Assessment of the success of a case study development in delivering mixed-use, residential and retail developments.
- Assessment of the different tools available to deliver development outcomes at a precinct scale, address land fragmentation and site amalgamation and infrastructure models to deliver or address deficiencies in infrastructure provision associated with infill development
(across all typologies).
