Torrens to Darlington Strategic Advice

Holmes Dyer was engaged to provide strategic and statutory planning advice for approximately 30 privately owned properties affected by partial land acquisition associated with the Torrens to Darlington (T2D) section of the North–South Corridor. The affected sites were located across several inner‑metropolitan suburbs north of Anzac Highway within the local government areas of Charles Sturt, West Torrens and Unley.
The advice focused on understanding the planning implications of revised property boundaries where only part of each site is required for road, verge, footpath and associated infrastructure. Holmes Dyer undertook desktop planning assessments to evaluate how partial acquisition would impact development potential on the reduced sites, which included consideration of the ability to retain, relocate or reconfigure existing buildings and structures, compliance with setbacks, site coverage, private open space and landscaping requirements, and whether reduced site areas could continue to support existing or modified development outcomes.
The work also examined impacts on access, egress and off‑street car parking, particularly where existing crossovers, parking layouts or manoeuvring areas were affected by acquisition. Advice was provided on whether displaced parking would need to be replaced to meet Planning and Design Code requirements and what alternative access and parking arrangements could be feasibly achieved, especially along State‑maintained roads.
Holmes Dyer then provided strategic advice on applicable planning approval pathways for any resulting development, including whether works would be subject to council assessment or fall under the Crown Development pathway. This enabled the client to clearly understand approval responsibilities, risks and downstream implications, supporting informed infrastructure delivery and stakeholder engagement.
