Holmes Dyer led the preparation of a 15-year strategy for the SAHT aimed at guiding informed decisions for the Walk-Up Flat complexes.
The goal for the strategy was to recommend what complexes should be retained and invested in on a priority basis, those that should be divested, and what complexes should be redeveloped in the short, medium, and long- term including any recommended sites to rezone.

In preparing the strategy, Holmes Dyer conducted a site and strategic analysis addressing a range of planning and property matters, including access, car parking, tree canopy, easements, road widening requirements, zoning and locational factors such as the proximity to health facilities and shopping centres.
To objectively rank the redevelopment and refurbishment priorities, Holmes Dyer developed a transparent, evidence-based multi-criteria analysis (MCA) framework. The MCA framework was designed to be reused in the future to allow for a review of the strategy.
Holmes Dyer then prepare 17 preliminary concept plans for the short-listed redevelopment priorities. The concept plans informed an estimate of the costs of the redevelopment priorities.
The strategy sets out a delivery plan over the 2025-2040 period and identifies the immediate steps for SAHT to implement the strategy.
SAHT staff were engaged throughout the process through a series of workshops that provided an update on progress and an opportunity to provide feedback.
