Holmes Dyer has worked with Swan Hill Rural City Council since 2018 to assess market demand and housing stock needs to meet the existing and future Robinvale community, permanent and seasonal workforce. The Robinvale Housing Strategy was finalised in 2019, including an implementation plan setting out incentives and demonstration opportunities to attract investment into new housing in Robinvale.
In 2021, Council engaged Holmes Dyer to continue our previous work in Robinvale and produce a selection of housing concepts to suit the previously identified market demand for smaller houses.
Four different housing design concepts were developed:
- Seasonal Worker Accommodation Permanent and Modular Housing Construction
- Key Worker Housing – Permanent Construction
- Apartment Sites – Permanent Construction
- Adaptive Re-Use of Existing Council Buildings for Seasonal Worker Accommodation
Holmes Dyer produced an investment prospectus and undertook extensive stakeholder engagement with the Robinvale community and business owners. Concurrent with the local stakeholder engagement activities, Holmes Dyer launched a market analysis to identify potential private developer and community housing partners, followed by a direct approach to interested parties to secure market feedback on the demonstration housing concepts and potential partnership opportunities. Importantly this market approach was undertaken within a Local Government probity environment that protected Council’s future procurement approaches to the market for Council land holdings.
A summary report and delivery strategy were prepared to identify future key decisions and options to bring the new housing to market in an approach that protected Council’s commercial position for future negotiations
