Prospect Lifestyle Precinct Roadmap

The City of Prospect’s strategic purchase of land adjacent Prospect Oval at 142-148 Main North Road acted as a catalyst for Council to initiate a detailed precinct wide Master Planning process.

Holmes Dyer was engaged by the Council to develop a comprehensive “Roadmap” designed to guide Council through the complex process of activating and developing beloved community assets and a respected sporting venue. Drawing upon Holmes Dyer’s vast expertise in master planning and community asset delivery, the Roadmap meticulously delineated the tasks, investigations, responsibilities, program and decision milestones required to deliver a master plan for the Prospect Lifestyle Precinct and, subject to future decisions by Council, progresses the implementation of that master plan.

The Roadmap comprised two distinct documents, namely, a program and an activity plan. The program was developed across two phases, Phase 1 encompassing the initial project set up, site investigations, preliminary master planning, market evaluation, initial costings, design option development, community and stakeholder engagement and Council reviews and Phase 2 involving detailed design development, feasibilities, Prudential Review and actions progressing towards the actual implementation of the master plan. The activity plan sought to detail entities responsible for delivering each aspect of the master plan and further expand tasks and interrelationships where appropriate.

The completed Roadmap represented the best estimate of the tasks and timing required to deliver the master plan, however, was developed with a degree of flexibility to address unforeseen issues, program delays, information gaps and Council’s decision-making processes.

During the initial phase of the Prospect Lifestyle Precinct project, Holmes Dyer also undertook several key tasks. These included the development of guiding principles and project objectives, all of which were grounded in a comprehensive vision statement. Holmes Dyer conducted workshops with the Executive Leadership Team and the Elected Member body, resulting in a robust set of principles and objectives that laid a solid foundation for the subsequent project phases.

These elements were seamlessly integrated into an Engagement Strategy. This strategy was carefully designed to guide the implementation of community and stakeholder engagement for the Prospect Lifestyle Precinct. Stakeholders were mapped and a matrix was developed, offering valuable insights into the expected level of influence and interest held by various stakeholder groups. This information was instrumental in determining the most effective engagement approaches.

Furthermore, Holmes Dyer coordinated a study tour to Perth for Elected Members and Executive Staff. The purpose of this tour was to assess the performance of three projects bearing similarities to the Prospect Lifestyle Precinct project and gain key insights from learnings and master planning process of each project. The selected locations were chosen based on their combination of sporting facilities, recreation facilities, and community outcomes, along with the commercialisation of adjacent surplus land holdings. This astute approach ensured clarity and strategic direction throughout the project.
