Holmes Dyer was engaged by the City of Prospect to serve as the lead consultant for the Prospect Lifestyle Precinct Master Plan. In this role, we are coordinating a comprehensive team of consultants to develop master planning options for the precinct. Our responsibilities include ensuring the input, communication, and direction of Council staff, leading the engagement of Council’s Elected Members in the decision- making process, and ensuring that the feedback from users, stakeholders, and the wider community is reflected in the conceptual designs.
As part of our lead consultant role, we conducted a comprehensive sport and recreation study to evaluate the supply and distribution of open space within the Council area and its capacity to accommodate changes in community needs and population growth. Leveraging our extensive experience in research and statistical analysis, we utilized sports-related data such as the AusPlay survey and demographic modelling to forecast future space and asset requirements and demand.
Our expertise in scenario modelling, combined with benchmarking figures from peak bodies, enabled us to draw insightful conclusions regarding the function and usage breakdown of the Prospect Lifestyle Precinct. The final study provided recommendations to maximize the capacity of sports and recreational assets at the Precinct, aligning new development opportunities with public-private partnerships and developer contributions.
We also performed market and financial analyses, linking key insights for property and cost consultants with relevant planning implications. Our planning advice was further expanded to focus on the process of Community Land Revocation, consideration of alternative zoning approaches, and recommendations for a Code Amendment.
Holmes Dyer continues to play an ongoing role in the delivery of the Prospect Lifestyle Precinct’s community and stakeholder engagement. We are well-versed in the complexities inherent in stakeholder dynamics and have developed a detailed engagement plan and stakeholder matrix to determine effective communication channels. This expertise enables us to adeptly conduct both formal and informal discussions and meetings with various groups.
Across Phase 1 and 2 of consultation we have provided expert advice on engagement methodologies, undertake detailed analysis of consultation feedback and responses, and uncover key insights that align with the project’s vision and can are to be integrated into the fine concept option.
Recognizing the significance of these responsibilities in enhancing a cherished community facility, we aimed to reflect the project’s vision, principles, and objectives as established by the Council. This approach ensures that all deliverables and key milestones maintain accountability and yield outcomes that prioritize the local community while fostering investment opportunities and the development of high-quality sporting facilities.
