Mooringe Avenue Master Plan, Code Amendment and Development Proposals (SA)

Holmes Dyer was originally engaged to undertake a master planning process for a surplus industrial site to establish its highest and best use, and to then seek its rezoning to facilitate delivery of the preferred development.

Our initial role involved the coordination of a range of consultant inputs including:

  • Site assessment / environmental evaluation
  • Noise assessment
  • Air quality assessment
  • Traffic and parking assessment and public transport accessibility
  • Services availability
  • Stormwater management and quality
  • Demographic Analysis
  • Community Services Provision
  • Site survey

Holmes Dyer undertook the social and economic assessments, sought advice from the local Council and communicated with relevant agencies and authorities, evaluated predicted impacts and externalities generated by the project upon its local residential neighbours, undertook comprehensive demographic trends analysis and investigated the market supply and demand for alternative land uses, with specific regard to alternative housing product typologies.In combination with the external consultant advice, we then provided, firstly, opportunities and constraints mapping and, subsequently, the preparation of a series of alternative concepts for the development of the site.

The alternative concepts were tested with the local council and a preferred composition, comprising larger detached dwellings on an established road frontage and a combination of small lot dwellings and small scale apartments was established.The concept included a consolidated area of public open space with a combination of direct allotment frontage and public road frontage, extensive street tree planting and a series of purpose designed road profiles providing for indented parking, rain-gardens and vegetation areas.

Holmes Dyer then prepared the Code Amendment and the associated Engagement Strategy and implemented that engagement strategy, which included letterbox drops and one-on-one consultation opportunities for local residents in addition to the standard forms of Code Amendment contact.Considerable discussion took place with the local member of Parliament.

Since rezoning, Holmes Dyer has been engaged to prepare the Development Application, involving coordination of the consultant team and liaison with the Client and Council.We have prepared detailed building envelope plans for each site, waste management storage and pick up locations, road widening requirements, on-street and off street parking provisions and street tree locations.We have coordinated the input of the services engineers, stormwater design, landscape design, architectural design and final site remediation requirements to deliver a 74 dwelling project combining market housing and affordable housing outcomes on the 1.
2 hectare site.
