Holmes Dyer was engaged to independently review the performance of the Lightsview Joint Venture and, in particular, to assess the success of Lightsview in the context of the Paramount Objectives which were set at the outset to guide the project.
The Paramount Objectives address matters including:
- Developing a wide diversity of housing;
- Achieving excellence in urban design and innovative built form;
- Optimising the Government’s commercial return on investment;
- Advancing sustainable development outcomes;
- Delivering a diversity of marketable housing products and builder participation; and
- Delivering 15% for high needs and affordable housing.
To evaluate the performance of Lightsview against the Paramount Objectives, Holmes Dyer firstly established a series of tests and indicators specific to each Paramount Objective to enable an objective assessment.
Our approach then was to gather data to use in the assessment via:
- Structured interviews with key stakeholders;
- Desktop review of published material detailing the development and management of Lightsview including purchaser surveys, annual business plans, the Joint Venture Agreement, specialist technical reports such as traffic and parking, landscaping and engineering management, the Lightsview website, the relevant Planning Scheme, and land sales data; and
- Site visits to enable a critical analysis of variouselements of the development in the context of the Paramount Obejctives.
For completeness we also identified a series of issues that we believe were important in terms of evaluating the success of Lightsview from a Government stakeholder perspective, and which may provide guidance for future joint venture initiatives.
