Lake Windemere Housing Development Delivery Strategy

Holmes Dyer was commissioned by the City of Salisbury to assist with the development of a strategy to maximise builder / developer / not-for-profit housing provider interest in delivery of an affordable housing project on surplus land at Lake Windemere, Salisbury North.

The land, previously part of a Council reserve, was undedicated to faciliate development, aiming to generate income for the Council and provide diverse housing options for the local community through varying price points, ownership and tenancy arrangements.

Holmes Dyer’s initial tasks included preparing subdivision concepts and housing designs to understand yield, density, and relationships to surrounding areas.These concepts helped gain support from Elected Members for the proposed development.

Following this, Holmes Dyer conducted a comprehensive market sounding exercise with prospective builders and developers, which involved:

  • Identying prospective builders and developers;
  • Preparation of a comprehensive pacakage of material for discussion with builders and developers;
  • Contact with builders and developers via discussions and meetings to establish interest in the project, and the range of mechanisms that might be employed to deliver the project;
  • Preparation of a Developer Feedback document as a basis for preparig an Expression of Interest for release to the market; and
  • Advice on the terms of the Expression of Interest.
