Hackham Code Amendment

Hackham is a major urban release area comprising more than 200 hectares and delivering over 2,000 residential lots, together with retail, commercial and community facilities to serve the incoming population.

The team produced a set of technical documents that formed the basis of the master planning process, assessing site conditions and externalities such as noise and dust, to produce a preferred master plan which identified key connection points, service access and stormwater catchments for the subsequent development of a Structure Plan and Concept Plan for the Code Amendments.

Holmes Dyer was responsible for the initiation of the Hackham Code Amendment, providing a comprehensive proposal document that detailed the findings of the strategic planning investigations, addressing such matters as infrastructure, availability and augmentation requirements, community and commercial service requirements, physical, environmental and cultural assessment evaluations, market investigations, including substantiation of the need for additional residential land, and concept planning for the entire precinct.

Structure Plan options were evaluated, including consideration of residential densities, sloping land, open space / wildlife corridors, views and vistas, service connection points, approach mains and site connectivity, environmental issues including native vegetation protection, site contamination issues and noise management, vehicular and non-vehicular connections, integration and coordination of movement networks and service infrastructure between individual property ownerships, and stormwater catchments and management strategies.This work led to the preparation of an Infrastructure Deed to capture infrastructure contributions.

The precinct was determined to be of State importance, with the Chief Executive of the Department assuming responsibility for the Code Amendment.Holmes Dyer assisted PLUS in the development of Concept Plan 124 – Hackham which accompanied the proposed Code Amendment.

The Hackham Code Amendment was granted approval by the Minister in January 2023, with the area renamed to Onkaparinga Heights in April 2023.
