Holmes Dyer was engaged by the City of Playford to prepare a comprehensive analysis of the development characteristics, opportunities, and limitations of a 1,600 hectare site. The analysis involved understanding the site’s economic and workforce characteristics, investigation of local, national and global industrial and employment trends, review of land and building supply and demand since 2008, prediction of site area and floorspace demand, concept planning, rezoning strategies for the whole precinct, and recommendations regarding infrastructure funding and delivery mechanisms.

Holmes Dyer prepared a site conditions and infrastructure capacity matrix to evaluate the suitability and priority of a range of sub-precincts for rezoning and staging of infrastructure delivery. The matrix addressed:

  • Ownership and landowner attitudes, lot sizes and number of individual / consolidated allotments;
  • Property improvements, including glasshouses and dwellings which might inhibit redevelopment;
  • Impact of existing vegetation, topography, flood risk, Aboriginal and European heritage site, and contaminated land;
  • Visibility and market exposure;
  • Surrounding land uses and buffers;
  • Major impact features such as high pressure gas mains and high voltage power lines;
  • Road, rail and other transport accessibility;
  • Availability of stormwater and service infrastructure; and
  • Cost of infrastructure delivery.

The City of Playford is now proposing to initiate the Defence and Aerospace Precinct Code Amendment to rezone land from the Rural Horticulture Zone / Recreation Zone to the Employment Zone and Strategic Employment Zone.

To inform the Code Amendment, the City of Playford further engaged Holmes Dyer to:

  • Investigate if the Affected Area is likely to attract employment, retail, defence and aerospace related
    uses; and
  • Prepare a vision and Concept Plan that is informed by the findings of Holmes Dyer’s ‘Penfield Employment Assessment’ report and previous investigations undertaken.
