Holmes Dyer was engaged by the City of Marion to undertake a coordinated review of Edwardstown Precinct including the identification and detailed assessment of the feasibility of site-specific opportunities. The assessment followed previous work by Holmes Dyer to prepare the Edwardstown Urban Design and Economic Activation Framework.
Key tasks included:
- Conducting a supply and demand assessment for social infrastructure across relevant catchments and providing recommendations on services, facilities, and capacity requirements and opportunities;
- Reviewing previous reports and findings regarding social and economic needs in Edwardstown;
- Building on the finding and recommendations of the Edwardstown Urban Design and Economic Activation Framework to develop population, built form and land use scenarios for Edwardstown;
- Undertaking an assessment of current and future community needs against the supply and capacity of existing infrastructure and services;
- Identifying access issues and opportunities (such as transport networks or service models) for
available infrastructure and services; and - Establishing a high-level business case for the site to demonstrate social and financial return on investment to inform Council’s future decision making.
Commercial opportunities under consideration included residential, office and retail floorspace development, while community facility delivery in the form of library, arts centre, community outreach facilities and co- working / start-up business space for new and small local enterprises were investigated. Opportunities for passive recreation spaces to encourage community interaction and protection of remnant vegetation were also considered.
