Holmes Dyer was engaged by the City of Norwood, Payneham and St Peters for a Consultant Planner to work in development assessment. This involved acting under delegation from Council’s Assessment Manager, rather than acting as a private certifier.
Holmes Dyer acted as an ‘on-call’ planner when Council required extra capacity, whether due to reduced internal staff capacity or increased volume of development applications.
Applications assessed by Holmes Dyer formed applications which can be assessed under delegation and do not require public notification. Holmes Dyer staff were in charge of the whole planning assessment process, from verification to consistency checks, and granting development approval.
Holmes Dyer provided a high-quality, affordable and scalable service, with the capacity to take on as many applications as needed at a given time in order to smooth out seasonal variation. This provided the City of Norwood, Payneham and St Peters with flexibility to be able to meet its timeframe obligations in a less resource intensive manner.
