Holmes Dyer was engaged by the City of Salisbury to develop the Strategic Growth Framework – Waterloo Bolivar Road Corridor (the Framework), including designing a detailed methodology, undertaking community engagement, and delivery of the Framework with assistance by the sub-consultant team of Greenhill Engineers and Cirqa Traffic Consultants.
The methodology identified that Council needed a balanced framework that was both:
- Flexible and responsive to capture immediate market driven development interest; and
- Prescriptive enough to secure an orderly development outcome and equitable contribution to the significant infrastructure investment required through the study area.
To achieve this balance, the Framework was undertaken using an evidence based and integrated methodology to bring together existing background information, strategic alignment review, detailed industry analysis, market assessment, land-use planning analysis, new industry case study review, and service and transport investigations to define a series of flexible development precincts across the study area.
The market analysis undertaken identified that the full development of the land across the study area represented as 25-year employment land supply delivery timeline.
One of the major challenges faced was that engagement and precinct planning for staged development across this timeframe covered 300 allotments over 500 hectares, with varying development intentions by existing landowners.
The completed Framework is a comprehensive regionally aligned strategic document that was completed in an efficient 6-month timeline from project start-up through to Council endorsement, including comprehensive community engagement and State Government Agency, adjacent Council, and Authority consultation without compromising on key inputs and investigations.
This quality outcome was achieved through a collaborative team approach between the City of Salisbury and Holmes Dyer.
