Holmes Dyer successfully completed the complex and multifaceted City of Marion Building Asset Strategy (CoMBAS) between 2021 and 2023.
The strategy was designed to aid the Council Administration in making informed decisions about future development and managing the City Property Asset Portfolio, contributing to the community vision outlined in the City of Marion Strategic Plan 2019-2029.
The CoMBAS took into account various emerging trends and strategic observations, balancing the expectations and visions of the community and stakeholders against the life-cycle costs of the existing asset portfolio, legislative requirements, and the availability of funding and budget within the Council’s financial and organisational capacity.
The analysis was carried out from the perspective of the community and the key stakeholders, understanding the trends in the needs of the facility users.
The planning for future community assets presented both significant opportunities and challenges for the City of Marion due to shared boundaries with five other Local Government Areas and the characterisation of the Council area by established inner suburban neighbourhoods and communities.
This complexity was further compounded by the COVID pandemic, which brought about significant changes in community behaviour and sports and recreation trends impacting existing and future community facility planning and operation.
A comprehensive, transparent, evidence-based, and integrated strategic approach was employed to review the Council’s Property Asset Portfolio.
The existing asset plans and strategic documentation of the City of Marion were expanded upon, and all available information and data was thoroughly reviewed to build on existing knowledge and ensure alignment with broader organisational objectives.
An inclusive engagement program was implemented to capture the perspectives of various local and regional stakeholders.
A detailed implementation plan was developed to guide future Council decisions and identify potential partnership opportunities, priority locations and new projects.
This plan not only guided future Council decisions but also explored potential opportunities for partnerships with other stakeholders to secure grant funding or other partnership opportunities.
Recommendations were flexible and realistic, taking into account resourcing, financial capacity, partnership opportunities, and legislative requirements.
The findings of the report were integrated back into the Council’s asset record system, informing future updates and decisions.
Recognising the multi-year extended timeframes involved in asset management and the delivery of any identified precincts or projects, a single-truth dataset was built.
