Holmes Dyer partnered with Stantec on the Burnside City Master Plan, endorsed by Council in August 2022.
The Burnside City Master Plan was developed around a central objective to connect people to places, combining urban form and transport analysis into a coordinated City Master Plan recognising the interdependence.
This major strategic planning study used a combination of detailed land use analysis, demographic and housing market research and urban form investigations to identify an alternate urban form direction.
The Burnside City Master Plan retains the overall housing development capacity available within Burnside across the next 20 years, by offsetting increased protection of areas of character with enhanced development potential along main road corridors, around centres and in selected suburban locations.
The Master Plan importantly responded to community concern and identified how the same development capacity could be rebalanced to better protect the character of Burnside’s existing neighbourhoods while increasing the intensity of development in identified housing Growth Areas.
The endorsed Burnside City Master Plan was informed by multi-stage community and stakeholder engagement, staff and Elected Member workshops across an 18 month timeline.
A detailed action plan was prepared as part of the Burnside City Master Plan that categorised and prioritised a broad collection of actions.
The action plan identified a range of urban form actions including future Code Amendments, policy formulations, development and community service initiatives, design and research projects required to implement the Burnside City Master Plan.
