Holmes Dyer, in collaboration with the Yankalilla District
Council and visual communications company Flux,
delivered the Yankalilla Community Strategy Plan ‘Nature’s Best 2020 – 2024’.
This document provides a compelling and visual
demonstration of Council’s 10-year vision, and strategic
directions over a 4-year planning horizon.
The Strategic Plan followed the most comprehensive
community consultation program ever undertaken by the
District Council of Yankalilla. The Nature’s Best – Let’s Plan
the Rest consultation program ran from October 2019
until February 2020, with Council opting to approach the
community with a blank page to capture broad ideas and
aspirations.
The role of Holmes Dyer was to synthesise the consultation
outcomes and create the strategic plan vision, narrative,
content, and structure to meet legislative requirements
under the Local Government Act 1999
.
Key tasks undertaken by Holmes Dyer included: • A comprehensive review of raw consultation
materials and summarisation of findings;
- Identification of key themes and priorities to
establish the framework for the Strategic Plan; - An external environmental scan to identify
strategic drivers that may influence Council’s
delivery on expectations, and pinpointed where
partners and resources were available; - Critical research, socio-economic assessments,
and synthesised policy and legislative changes;
and - Implemented validation stages to test and
confirm engagement findings and context-setting
research that underpinned the proposed strategy
framework.
The Community Strategic Plan was well received by the
community and stakeholders as an innovative plan that
remained true to the consultation outcomes.
